Exclude Tenants from Gateway Health Checks (RTP-54321)
The gateway health check skips destination checks for tenants with ExcludeFromHealthCheck set to true. This allows staging and test environments to be excluded from health monitoring, reducing false alarms when third-party environments are unavailable. The setting defaults to false, so all tenants remain included unless explicitly excluded.
