Migrate KivraGateway to .NET10 (RTP-47911)
KivraGateway runs on .NET 10 with updated dependencies and maintained test coverage. This supports platform compatibility, security, and ongoing maintenance.
KivraGateway regression tests are automated (RTP-46992)
Regression test cases for KivraGateway are identified in Zephyr and automated as API tests, and the build and release pipelines are modified accordingly. No behavior change to the service.
